North Carolina is a “shall-issue” state, meaning the local sheriff must issue a concealed handgun license if the applicant meets certain qualifications. Under state law, a sheriff must issue a license to an applicant who: North Carolina background checkFederal law requires state-licensed gun dealers (but not private sellers) to conduct a buyer`s background check before selling a firearm.
